Kelsall Parish Council is made up of local volunteers, assisted by the Clerk. They look after a limited number of things in Kelsall, the main one being the Green and its playground.

Responsibility for highways, speeding, planning permissions, and many other things stays with Cheshire West and Chester.

In 2025, a key project is the update of the Kelsall & Willington Neighbourhood Plan, which influences planning permission and developments locally. This will also involve commenting on, and trying to improve, several large planning applications, which are being submitted following new government housing targets.

The Parish Council meets at 7pm on the second Monday of every month at the St Philips Church Lounge, except in August. Meetings are open to the public.
