In 2024 the Labour government introduced new mandatory targets for house building, and updated national planning polices to make planning approval easier, and modified Green Belt protection.
The target allocated to Cheshire West & Chester borough is much higher than current levels of building. As a result:
-To stay informed and have your say, follow the Kelsall parish Council Facebook page or keep an eye on the village website. These will advertise any news and requests for feedback from residents – relating to the Kelsall & Willington Neighbourhood Plan and CWAC Local Plan.
Kelsall Parish Council are notified of all planning applications in Kelsall civil parish, and can submit comments to Cheshire West.
KPC's comments are based on facts, planning policies, residents' views, and "material considerations" – these don't include all reasons why people may object to an application. The CWAC public access page has a useful list of those factors.
Cheshire West & Chester planning officers or committee decide whether to approve or refuse each application.
Planning policies include the National Planning Framework, the CWAC Local Plan, and the Kelsall & Willington Neighbourhood Development Plan (NDP). This will be updated in 2025 / 26 as a result of the planning changes outlined above.
All residents can comment on planning applications. These areare available to view & comment on, on the CWAC website here.
You can also report any issues with construction (noise, nuisance, work out of permitted hours, etc).
