Long standing problems & complaints
The car park is frequently full, leading to congestion on Church Street and issues accessing the shops & surgery. This has caused frequent complains over the years.
Surveys in 2019 by CWAC, and in May/June 2021 by Kelsall Parish Council, showed that many vehicles were parked all day.
Survey on managing parking
KPC ran a survey in April 2021 asked for residents' feedback on the idea of introducing a time limit on free parking. Many felt that a limit of 2 hours would be reasonable and help keep some spaces available for visitors to the shops and surgeries.
The survey results were published in August 2021, and have been on our website since here.
Following this, KPC is planning to introduce a 2 hour time limit to free parking. There will be no charges for parking during this time. This will be enforced by Cheshire West wardens, and combined with parking permits for nearby residents without any off-street parking of their own.
We have also agreed with Cheshire West that double yellow lines will be painted opposite the exit to the car park, and the very faint ones at the top of Church Street repainted, to improve the flow of traffic.

CWAC have also conducted their own consultation on the proposed changes to the car park and the road markings. As publications from CWAC are not always easy to find, we wrote to those affected to alert them to the documents .

Disabled bays
According to regulations on public car parks, ours should have 2 properly marked disabled bays. This is our proposed layout, chosen as the best solution for creating the hatched space without reducing the number of overall spaces.
