In 2025 and '26, we're seeing a big increase in larger planning applications, due to national planning rule changes and new high mandatory housebuilding targets.

CWAC normally consults residents over a small neighbouring area. Due to the impact those new large applications are likely to have on the community infrastructure, however, the Parish Council has decided to make these available here. This will allow all residents to be informed and comment if they want.

All applications documents are available on the Cheshire West & Chester planning access website, by clicking here: Enter application number in the search box.

You may need to create an account to make a comment online. It’s also possible to email comments to planning@cheshirewestandchester.gov.uk (if you are sending pictures as evidence you need to do this).
Comment must be submitted to Cheshire West and Chester Planning using the link above, or in writing ; not to the Parish Council!

The first three applications are:

Flat Lane

A detailed application has been submitted for 120 houses & flats, number 25/03203/FUL

The overall masterplan is attached, but it is well worth looking at other documents, such as street scenes illustrations, or the landscaping plans. The Design & Access statements, and the planning statement are large document that contain a lof of relevant information, such as justifications for various aspects of the development – which we can agree or disagree with. It’s useful if you can provider evidence or justification (policy) to back up your comment.

Valid considerations are:

  • impact on landscape and the countryside (ENV policies in Local Plan or Neighbourhood Plan); amenity to residents of site or village – inc location of green spaces, is the open space useable?
  • Look at Maps, street scenes (realistic? Attractive? In character?)
  • Design features including circulation, parking (2 or 3 Spaces in-Line, is that practical?) variety or lack of (design and SOC policies)- design of houses grouped in tight blocks and straight Streets, in character?
  • Landscape &. Environment – planting, boundaries (specific plan for each) eg intention to close off accesses to Badgers sett; OK with rural character?
  • Impact on capacity for education, highways, drainage & other facilities?

Chester Road / Yeld Lane

Outline application 25/03740/OUT was submitted in Dec 25, for 'up to 36' houses. This is for the site at the corner of Yeld Lane and Chester Road, opposite the Farmers Arms.

Kelsall Parish Council objected on the basis of excessive density. 36 houses on this site would make a net density of 42 per hectare, whereas CWAC use 30pha for rural areas, and our Neighbourhood Plan policies mandate 24! We don't believe any of the detailed planning policies that apply can be followed for so many houses on such a small site.
