In all our surveys, speedingcomes up as a key issue in Kelsall.

We have long been working with Cheshire Police, particularly our PCSOs, to get more speeding enforcement in Kelsall. You may have seen their SIDs (Speed Indication Device), or staff recording speeds with speed guns. Unfortunately they are spread quite thinly and this is not frequent enough.

Community SpeedWatch

Kelsall residents have formed a Community Speed Watch group, together with the Parish Council. The first volunteers were trained in Aug 21, and are now able to carry out speed checks at locations approved by Cheshire West & Chester Council. The Speedwatch initiative is supported by a grant from Cheshire Police.
It operates in partnership with Cheshire Police: volunteers will report speeding vehicles to our local PCSO.

SID is Watching You!

More recently, in 2023 the Parish Council decided to step up a gear, and allocated funds to buy our own Speed Indicator Device. SID has been moving around Kelsall for about a year now, including at several locations on Chester Road and Church Street.

The results have been quite consistent for all locations:

  • about 80% speed.
  • Around half exceed the speed at which they would face prosecution.
  • top speeds recorded are about 30miles above the limit: we recorded 73mph on Chester Road, and 53 in Church Street, where the limit is 20mph.
  • Worst of all, the worst times for speeding are always during the school run!

Police Enforcement

All our data from Speedwatch and SID recordings are passed on to Cheshire Police. They can follow up with their own enforcement, which results in fines and points.
