
Neighbourhood Plan Area Consultation
Kelsall Parish Council has applied for a revised neighbourhood area for the purpose of producing a modified Neighbourhood Plan for the Kelsall and Willington neighbourhood area. The neighbourhood area includes the civil parishes of Kelsall and Willington; a small area of Delamere and Oakmere parish; and a very small area of Ashton Hayes and Horton-cum-Peel parish.
A 6 week consultation period will run from Thursday 23 July to Friday 4 September 2026, and anyone who would like to comment on the revised neighbourhood area can do so by email to neighbourhoodplanning@cheshirewestandchester.gov.uk quoting the reference number NP022.

The reasoning for the NP Area is:
"The original Kelsall & Willington Neighbourhood Plan Area Included Kelsall parish, and a small area of Delamere and Oakmere parish a very small area of Ashton Hayes & Horton-cum-peel parish.
These were part of Kelsall Parish when the NP Area was first designated. A review of administrative boundaries in 2015 changed the parish boundaries, but it was decided to keep them in the NP area, as they both are more closely related to the built-up area of Kelsall, This logic still applies.
The original NP Area also included part of Willington, so that NP policies could protect the gap between the two settlements.
For this review of the Neighbourhood Plan, we would like to include the whole of Willington Parish, at the request of Willington Parish Council. This is for the sake of consistency, to simplify handling of any planning matters in the Parish.
However we have decided to remove a small area of Tarvin Parish (in Oscroft), which was part of the original NP Area in 2017. Again this is at the request of Tarvin Parish Council, who are updating their own Neighbourhood Plan and woudl like the boundaries to match the current parish boundaries."

Anyone who wishes to make comments to the Council about the applications should send them by email to neighbourhoodplanning@cheshirewestandchester.gov.uk by
4 September 2026, quoting the reference number NP022. Postal comments will also be accepted if received before the end of the consultation and can be sent to the address detailed below.
